In response to recommendations outlined in Winterbourne View – Time for Change, NHS England along with Local Government Association (LGA), the Association of Adult Social Services (ADASS) and other partners have published The Next steps report. It describes the action they intend to take to radically improve services for people with learning disabilities. Amongst the plans is an emphasis on personalised care and support planning, personal budgets and personal health budgets.
